On the afternoon of 5 February, the Symposium on Innovative Development of New Quality Productivity and Bio-Manufacturing Industries convened at the Gazelle Valley in Xi'an High-Tech Zone. The meeting centred on future industries represented by bio-manufacturing, exploring pathways for new quality productivity to empower the transformation and upgrading of strategic emerging industries. APP-CHEM: From Natural Extraction to AI-Driven Biomanufacturing
Hu Yongwei, Chairman of XI'AN APP-CHEM BIO (TECH) CO., LTD.,(hereinafter referred to as APPCHEM) stated that amid the current revolution in biomaterials manufacturing technology and industry, APPCHEM is rapidly evolving from "natural extraction" to "AI-driven biomaterials manufacturing". Against the backdrop of rapid advancements in biotechnologies such as genetic engineering and synthetic biology, the biomaterials manufacturing sector is poised for accelerated growth and is likely to reshape humanity's fundamental material acquisition paradigm in the near future. Given its inherent natural and high-value attributes, the natural ingredients industry should boldly position itself as an innovator and pioneer within the biomaterials manufacturing landscape.

Qiu Xiaomin, Executive Vice President of the Xinhua Net Listed Companies Research Institute, stated that new-quality productive forces represent innovation, lead innovation, and dominate innovation. They have already formed in practice and demonstrated a powerful driving force for high-quality development. In the field of biomanufacturing, new-quality productive forces manifest in "five new dimensions": new in industrial upgrading, propelling the nutrition and health industry from mechanisation to intelligentisation; new in efficient supply-demand coordination, meeting public health needs through personalised nutritional solutions; new in accelerated green transformation, achieving resource-intensive utilisation and cleaner production processes through biomanufacturing technologies; new in optimised regional layout, leveraging Shaanxi's advantages in scientific education and medicinal resources; new in self-reliance and strength in science and technology, establishing an autonomous and controllable nutritional health technology system.

Zhang Jizhe, Director of the Mergers and Acquisitions Department at China Securities, stated that the biomedicine manufacturing industry has surpassed a trillion yuan in scale and will enter a strategic opportunity period during the 15th Five-Year Plan period. He advised enterprises to seize the policy window for "future industries," emphasising that while maintaining technological innovation, they should focus on integrating industrial chain resources through capital operations. This would establish a dual-drive model of "technology platform + industrial ecosystem," enhancing their position within China's biomedicine manufacturing value chain.
Think Tank Insight: "Biomanufacturing + Traditional Chinese Medicine" Ushers in Policy Opportunities
Xu Yunfeng, Executive Director of Guosheng Think Tank, emphasised that biomedicine constitutes both a vital component of strategic emerging industries and a pivotal lever for cultivating future industries. Recently, eight ministries, including the Ministry of Industry and Information Technology, jointly issued the Implementation Plan for High-Quality Development of the Traditional Chinese Medicine Industry (2026–2030). This document explicitly proposes that by 2030, a coordinated development system spanning the entire traditional Chinese medicine industry chain will be preliminarily established. It outlines plans to establish five centres for upholding traditional principles while pursuing innovation in traditional Chinese medicine manufacturing, cultivate 60 high-standard production bases for traditional Chinese medicine raw materials, and promote the construction of 20 smart factories. This provides top-level design and policy guidance for the integrated development of "biomanufacturing + traditional Chinese medicine". Xu Yunfeng emphasised that the traditional Chinese medicine industry is characterised by the close integration of traditional experience and modern technology, with equal emphasis on "preserving authenticity" and "pursuing innovation" being the fundamental principle for high-quality development. Shaanxi possesses abundant scientific and educational resources alongside unique endowments of medicinal herbs, conferring inherent advantages for integrating biomedicine with TCM. It is recommended to leverage local research institutions and authentic medicinal resources to establish a comprehensive innovation ecosystem spanning fundamental research, pilot-scale testing, and industrial transformation. This should involve constructing digital and intelligent innovation platforms and public service facilities, employing artificial intelligence and big data to develop knowledge graphs of classical TCM formulas, thereby creating a regionally distinctive hub for the biomedicine industry. Through deep integration across the industrial chain, a complete closed-loop should be formed, spanning from raw material quality enhancement and stable supply to collaborative innovation breakthroughs, and from intelligent manufacturing upgrades to the promotion of renowned TCM products. Strengthening the development of the Belt and Road TCM Innovation Research Base will ensure the effective protection, exploration, advancement, and inheritance of TCM resources.

At the symposium, Xinhua Net Listed Companies Research Institute, XI'AN APP-CHEM BIO (TECH) CO., LTD., and Guosheng Think Tank reached a consensus to jointly establish an "media + think tank + industry" innovation consortium. Through platform linkage and ecosystem synergy, they will accelerate the transformation of scientific and technological achievements in the fields of biomanufacturing and nutritional health, injecting robust momentum into cultivating new productive forces and advancing the Healthy China initiative.
